Our Mission

The delivery of public services has become critically dependent on commercial arrangements with private suppliers; it is time that these contracts were effectively managed for the benefit of the public, the contracting authorities and the taxpayer.

Our mission is to transform how public sector contracts are managed by using cutting edge technology. Such technology has revolutionised the way in which we do many of our daily tasks – from hailing a cab to booking an hospital appointment.

We have combined experience of over 50 years in public health management and commercial legal practice to establish JCM, a niche consultancy designed to advise public sector bodies on how best to manage their commercial arrangements to maximise value for money and minimise waste.


Our People

We perform best when working alongside people in partnership to identify opportunities for knowledge transfer, assess team capacity for the required change and help configure resources in a way that enables effective contract management.

We recognise the personal nature of change that requires individuals and teams to do things differently. We believe in empowering people and instilling confidence in their ability to leverage complex contracts and rebalance relationships using clear and robust data, not emotions and assumptions.

We firmly believe that technology cannot do the work of extraordinary people. We offer a range of training on commercial law, contract management and negotiation, but our passion lies in coaching. We create bespoke toolkits and techniques to break down complex aspects or mechanisms within complex contracts into easily understandable briefs, methodologies and triage guides that work for your people, managing your contracts, in your domain. This not only ensures that a more diverse skillset is developed within the internal team, but that knowledge is successfully transferred back into the internal resources within your organisation.

We can also support clients with sourcing of new talent. We can offer specific toolkits to support effective recruitment and selection for commercial roles that incorporates a range of case study and scenario-based tests, technical assessment and competency / motivational based interview packs.


Our Process

Good processes result in high performance. Effective governance builds trust and confidence.

We advocate strong processes and governance to ensure that commercial relationships are managed using clear commercials and robust data, rather than emotions and assumptions. 

When technology is applied to a good process it will amplify the efficiency. When technology is applied to a poor process it will magnify the inefficiency. We use advanced process mapping and redesign techniques to clearly document all contract management processes and identify where variances exist between the current state and the contract itself, or even between different practitioners. We will use our analysis to ensure consistent understanding across key stakeholder groups and identify opportunities to implement best practices that improve efficiency, quality and compliance. 

Governance structures provide more than just a framework within which the integrity of performance and service quality is assured. Effective governance is crucial to building trust at every level of authority within an organisation and external stakeholder groups. As trust increases, so does people’s engagement, which helps generate better ideas and quicker resolution of issues.

We then use this structured data to transform commercial practitioner’s ability to leverage complex contracts. Performance data is mapped against expected commercial outcomes, invoice validation processes are automated and using real-time analytics it is possible to provide complete transparency in all aspects of commercial governance.
